Initial Report: On April 9th a 38 year-old man drowned when his canoe tipped over on the Puyallup River in Washington State. Life vests were carried on board, but he did not wear one. The man?s wife, who wasn?t wearing a life vest either, and their dog, who was, made it to shore safely.
