Don't know about the class ratings - seem to be the same no matter what level. I assume Canoe Ky floods out because of the open boats they seem to rent. I went down with some fairly new and a couple of experienced kayakers (all with spray skirts and helmets), most all with pool and/or combat rolls, at 2000cfs on Sunday and no carnage. Think the main problem is the portage around the dam. Depending on what you read, anywhere from 3000cfs to 5000cfs it becomes a problem, but I haven't tried it anywhere near there.
