Minutes of BWA mtg 20080408

Announcements:
Andy Tuttle is missing. Tennessee and Federal authorities are searching.
Elkhorn was at its highest (approx. 20,000 cfs) since 1997. Photos of the takeout in flood are posted on the forum.
EAMG ad other interested parties to meet on April 23.

Officers reports:
Treasurer (F. Coates).
• Now have approximately $4,000. Clinic expenses earmark approximately $900.
• Have approximately 230 members plus 38 from clinic.
• H. Loller: Clinic this year will pay for itself.
NPFF (T. Garland). T-shrts for sale, $10 each.
Vice President (H. Loller)
• Now approximately 40 students signed up for the clinic; more than last year. Looking for more volunteers for shuttle; dinner, beermeister (Dave Margavage), Friday night host/liason for students ariving (Clay).
• Talent show. Bill Lynch is in charge. Want signup ahead of time.
• Will have entertainment and good prizes.
• Dale Perry will video clinic on lower Nolichucky during the day. Can then show on available big screen projector at the campground.
• Budget for the clinic. Clinic already has taken in more money than will ask for in expenses.
o $1200 camping and bunkhouse
o $475 insurance
o Will request up to $1400 total for dinner, etc. and $200 for beer.
o P. Sisk suggests up to $300 for 2 kegs of good beer.
o Larry Cable moved to approve budget; Cynthia Grimes seconded. Passed unanimously.
Conservation (B.A. for Allen Kirkwood)
• Red River cleanup May 10. Will start at Russ Miller’s house (can camp there).
• Elkhorn cleanup: First phase on April 26, second phase May 31, to remove dumped appliances.
• Discussion about cleanup of takeouts at AW Acres on the Elkhorn. Flood deposited trash and took down dead sycamore in an inconvenient spot. Anyone going to the Elkhorn should bring rake and trash bags.
Membership Coordinator (J. Mello):
Newsletter (D. Spangler): Newsletter is up and ready to download.
Webmaster (D. Spangler): Request information to update calendar and web site.
Gearmeister (D. Leachman):
• Plan to bring gear to clinic on the trailer.
• B.A. asks what to do about boating gear? H.L. suggests rent either from Canoe Kentucky or the Rushing Waters outfitters at the Nolichucky. Both are having specials for the clinic. Also, H.L. will try to match each student with “gear buddy.”
Vice President (H. Loller):
• Many advanced students for the upper Nolichucky. So, will bring in a “ringer,” George Garrett, for the clinic.
• Has informed students of class assignments.
Safety (T. Garland for J. Calder):
• Clinic roll sessions this Sunday, April 13, 7-9 pm, at North Family YMCA.
o H.L.: Need instructors. Also, this won’t be limited to clinic participants.
• Summer roll session possibilities?
o North Family YMCA, Sundays, 7-9 pm.
o Boonesboro, organized by Barry Grimes.
o Pool at Elkhorn Creek.
Program (B. Grimes): Red River Gorge cleanup.
Past President (P. Sisk): LVM premiers shortly after clinic.

New Business:
• Bylaw changes: From Steering Committee:
o Requires 51% of all members voting in favor.
o B.A.: Voting rights proposal: keep 18 year old voting limit. Allow a family membership not to exceed 2 votes. Children under 18 get all rights and privileges, but no vote.
o J.M. clarified single membership includes privileges for any in household under 18. Family membership will apply to members of same household.
o G. Meade suggested limiting absentee voting to anyone with dues paid by end of previous year; time requirement.
o P. Sisk for J. Calder: Suggest that, in case of tie, only those present may vote to break the tie.
o K. Cheney: Suggest use of “Survey Monkey.”
o B.A.: Steering Cmt will put out motion within one week.
o Motion (H.L, seconded by L. Cable):
• Charge Steering Cmt to add absentee balloting to referendum on bylaws change, subject to details.
• Passed unanimously.
o Motion (H.L, seconded by J.M.):
• Charge Steering Cmt to present wording of proposed bylaw changes before 12 am on Wednesday next week.
• Passed unanimously.
o Motion (H.L, seconded by J.M.):
• Charge Steering Cmt to present motion to specify in the bylaws that single membership fee will provide all rights and privileges of membership, except vote, to all in household under 18.
• Passed unanimously.
o Motion (H.L, seconded by T.Miller):
• Charge Steering Cmt to present motion to specify in the bylaws that, in order to vote in an officers election, a member must have been a member since the end of the meeting before the election.
• Passed unanimously.
