Optimal: 20,000 cfs, according to Vince's Idaho Rafting Page. This section, though, still has plenty of water at flows as low as 8,000 cfs. Flow is regulated by the dam, and flows rarely drop below 7000 cfs. That makes Hell's Canyon the perfect fall run when everything else is too low.
