Abstract

On July 27, 1994 the Washington State Department of Ecology denied Barrish and Sorenson's request for water quality certification finding that the Cispus 4 hydroelectric project, as proposed, would adversely alter the hydrologic conditions necessary for recreation and navigation on the Cispus River and therefore degrade these beneficial uses. The Pollution Control Hearings Board upheld these findings. The project would have been constructed at Whirpool Corner (river mile 6.3). It would have created a 0.7 mile reservoir flooding the rapids between this point and the Huffaker Bridge and dewatering the great whitewater that continues on below. The project was successfully fought by paddling community and intervenors included American Rivers, American Whitewater, Friends of the Earth, Gifford Pinchot Task Force, Washington Kayak Club, and Rivers Council of Washington who were all represented by Brooke Drury.
