Abstract

In November 2010, Alaska Energy Authority recommended the state should finance, license, construct, own and operate the Low-Watana power dam on the Susitna River. This analysis asks a basic question: Can Alaskans be assured the proposed hydropower project is the best solution to the problem of providing cost-effective energy to the Rainbelt?
