This section will not be of much interest to whitewater boaters, since it mostly consists of dead flatwater behind two Dams (the Potomac Edison Power Williamsport power plant Dam and C&O Canal Dam #4), but is included to be inclusive of most of the non-tidal Potomac River. The put-in is at the confluence of Conococheague Creek with the Potomac at Williamsport, MD. Shortly after the trip begins, there is a portage on river right around a four foot dam at a power plant. Approach the Dam from upstream with caution. Cumberland Valley Hiker/Biker Campground is about 4.4 miles below Williamsport. Opequon Junction campsite is about 8.9 miles below Williamsport. Take-out is on river left about a half a mile above Dam # 4. A run from Williamsport to Dam #4 is about 14 miles long.
