Use the LCRA Hydromet for Cow Creek at Lago Vista to determine whether Cow Creek is runnable. The book recommends 250 cfs minimum and suggests that if the bottoms of both of the FM 1431 bridge pillars are covered, the creek is runnable, and if the water is up to the concrete at river left under the bridge, it's a good level.
