I've never seen the Redwater river below the confluence of Spearfish Creek too low. In 2002 we had a bad drought and the river never dried up. The Redwater always runs.
Permits are not required for this reach.
Google maps default routing (shown below) obviously chooses to avoid Hardin Road. (Apparently they decide that going 8.3 miles instead of 2.7 miles is a fair trade-off for avoiding a dirt road?) You can see the obvious routing on the map.
