Gauge Reading550 cfs at NEW HAVEN RIVER @ BROOKSVILLE, NR MIDDLEBURY, VT

At 550 cfs, the Lower New Haven is in fact quite runnable, with just a few bony sections and limited boat-abuse. I'd say 700 cfs would make for a very comfortable level with plenty of water.
