Toby Creek is located just north of the town of Clarion. It is a great place for upcoming boaters to start creeking. At lower levels it is mellow and poses no real hazards other than occasional wood. However, at higher levels it can get burly and quite swift with some sticky holes to avoid or punch through. All and all there is only one main rapid that should probably be scouted at higher levels and that it is the 5 Aces rapid- a steep part of the creek with several consecutive holes. It can be very easily scouted on the river left side. If you do not wish to punch the holes at higher levels you can pretty much stay far left and sneak it. Other than this rapid, most of the rest is class III boogie water with a few ledges and pour overs that can get pretty turbulent at higher levels but are easily avoidable.
