Far to river-left (the right of the photo frame) there are releasable gates. Water sheets across a concrete spillway and into the river below. Whether a playable wave will form seems to be dependent upon a number of factors: the number of gates open, which of the gates are open, how far they are open, and the general height of the 'pool' above and below the dam. Thus, a certain USGS gauge reading is not always going to be reliable to predict playable or non-playable conditions at this site.
