Hugo forms just below the Middlesex Dam at high water. Quality of the wave varies from a great surf, to trashy hole, to not worth it.

When the Winooski is very high you will encounter Hugo wave after the put-in. This is a picture of the hole that forms behind it. It can be some fun or it can be a royal pain.
We both had several failed attempts at attaining a worthwile surf at this level, I believe it was slightly too high (we estimated at around 10,000 but I'm not completely sure).
