Owasco River (Outlet)

There is a river-wide tree strainer that creates a mandatory portage about 1.7 miles downstream of the put in.

Just downstream of the tree (at about 2 miles from the put in) there is a rope strung across the river for no apparent reason.

The tree strainer has been removed.

According to an item in the city code, it is illegal to boat this stretch. Here's the link to the code:

This goes against consistent NYS court rulings that uphold the public right to boat on navigable rivers in the state. Recently, cops handed out a couple tickets in connection with three boaters (who, from the sounds of it, were unprepared for whitewater) who needed search and rescue.
