Re: Comments on DSFEIS for Condit Hydroelectric Project (FERC Project No.2342)
Dear Secretary Salas:
In January 2002, the Federal Energy Regulatory Commission (FERC) released its Draft Supplemental Final Environmental Impact Statement (DSFEIS) for the Condit Hydroelectric Project located on the White Salmon River in Washington. The DSFEIS evaluates the proposed Settlement Agreement Plan for the removal of Condit dam. I strongly support FERC’s findings for the following reasons:
· The Settlement Agreement plan provides the best and most cost-effective means of removing the project facilities and reservoir sediments while also protecting environmental resources (DSFEIS, p.1);
· The federal and state fish and wildlife agencies and tribal fisheries experts agree that removing the Condit dam and restoring the White Salmon River provides the best means to restore endangered salmon and steelhead (DSFEIS, p 129);
· Dam removal will help restore Native American treaty rights to fish at traditional sites on the White Salmon River, including the site at Husum Falls (DSFEIS, p. 46.);
· Dam removal will create economic opportunities for surrounding communities, including additional recreational fishing & boating opportunities, as well as job creation directly related to dam removal and on-going restoration efforts; and
· PacifiCorp, not the public, will pay for the full cost of dam removal.
I urge FERC to support this unprecedented partnership between PacifiCorp, tribes, state and federal agencies, and fishing and environmental groups.
