The new protocol REQUIRES that someone must actually REQUEST the release via a call or email to Kaukauna Utilities no earlier than 30 days before, and no later than 10AM the Friday before each release date. Absent such a call or email, flow in the river (which they call 'the bypass channel' ... bypassing the powerhouse) is very likely to be minimal ... too low to boat ... unless there just happens to be too much water (coming from upstream) for the powerplant to handle.
