Accident Description

Not sure if this qualifies as it’s on a class II mellow section on a commercial float fishing trip. Customer was grossly obese wearing a pull the string C02 inflator cartridge belt that didn’t deploy. The other guests did deploy. Not on a section I manage. Most outfitted Angler’s wear no pfds on this section. I had to make it mandatory on my rivers or else they wouldn’t protect their customers who didn’t want to wear those hot uncomfortable pfds.
